This is most easily done in the Cisco Self Care Portal.
To access, click on this link: https://hfsfcucmpub.hf.com/ucmuser/
Click on Phones, the Call Forwarding then go to the dropdown to select Add a new number.
Add the number with 1+10-digit number and no spaces or other punctuation (for example 14155551212)
