the solution is to close Outlook, start Outlook in Safe mode, wait til it shows “all folders up to date” and then relaunch outlook as normal. Microsoft states that this is because the navigation panes get messed up, and it causes Outlook to never show the “All folders” message, and booting into safe mode rebuilds the panes.
